摘要
我国的城市化在过去的二十年经历了一个快速发展的时期。北京作为国家的首都和特大城市,一直采用扩大建设规模和建设新区的"增量式规划"来保证城市的发展。随着经济的增长和用地规模的扩张,由此引发的各种城市问题逐渐凸显出来。因此,积极开展集体建设用地整治研究,有效盘活和再利用总量大且整治潜力大的集体建设用地,成为了城市规划所面临的新形势和新要求,而"减量提质"也成为了北京市土地利用方式的新重点。文章通过解读北京市通州区农村集体建设用地相关政策、梳理现状、分析案例和总结问题,剖析通州区集体建设用地整治的难点和潜力,并探究集体建设用地整治在新机遇和新挑战下的思路与对策。
The urbanization of China has experienced a period of rapid development over the past 20 years. As a large city and the capital of China, Beijing has been using the ‘Incremental planning’ which is focus on the expansion of the scale and the new construction to ensure the development of the city. As the economic growth and the expansion of the land, many problems, such as the construction scale and the development intensity, gradualy emerged. Therefore, it is the new situation and requirements for urban planning to carry out the study of the consolidation of colective construction land and promote the use of it which has large quantity and huge potential. And ‘less amount and improving quality’ has become a new key of land use in the city of Beijing. After analyzing the policy, the current situation and related cases of the colective construction land in Tongzhou district, the problems and dififculties wil be summarized. Based on the above analysis, the ideas and strategies of colective construction land under the new opportunities and chalenges wil be given.
