广州市历史文化街区保护利用规划编制报批指引探析

历史文化街区不同于城市的一般区域,是提升城市文化自信、增强城市文化竞争力的重要空间资源。广州市结合历史文化街区特点及规划编制管理机制,制定了《广州市历史文化街区保护利用规划编制报批指引》,以推动规划编制工作进一步规范化、精细化。该指引在规划管理体系衔接、审批流程、成果构成、建筑规划管理、多功能活化利用和公众参与等方面进行了创新,探索了保护利用规划的编制技术标准,完善了历史文化街区保护利用的长效机制,为传承广州市城市文脉发挥了积极的作用。

The historical and cultural blocks are different from the normal districts,and they are the important spatial resources ofpromoting confidence in urban culture and competency.Combined with the characteristics of historical and cultural blocks and the management mechanism of planning formulation,Guangzhou put forward the Approval Guidelines of Guangzhou Historical and Cultural Blocks Protection and Utilization Planning,to promote the normalize and fining of planning formulation.The guidelines have innovative parts among different management systems,approval processes,results forms,building planning and management,multi-function utilization,and public participation,exploring the technological standard of planning formulation,promoting the long-term mechanism of blocks protection and utilization,with great impact on the urban context of Guangzhou.
