媒体角色影响下的规划师职业再思考

Rethinking the Role of Planners Under Media Influence

新常态下,广泛的社会动员力量与城市建设专业力量的协同,能够有效地推进旧城更新事件的理性决策,媒体与规划师正是这两种力量鲜明的角色代表。文章通过分析规划师角色混合的消极漠然现状及媒体积极的社会活动功能,认为二者在旧城更新中的共治模式是媒体通过非官方渠道中的公共议题的建立来助力官方程序中的城市规划公共参与。在此基础上,文章通过剖析媒体在广州恩宁路旧城更新历程中作为"规划外部活动家"的特征,发现媒体与规划师的互补互动行为对达成地方共识具有进步意义,由此以媒体为"镜子"映射出规划师的角色缺失问题,启发规划师的职业再思考,并对规划师内外兼修的角色培育进行展望,构建规划师与媒体互补协作的优化模式。

In the new normal, social forces and professionals of urban construction work together to promote urban renewal. Media workers and planners are the two typical examples of the two groups. The paper compares the indifference of planners and active social communication of media workers, argues that media workers promote formal public participation of urban planning through informal public issues channeling. The paper further analyzes the characters of media workers as exterior activists in Enning road old district urban renewal, finds that collaboration between media workers and planners helps reach local consensus. The absence of planners’ role is reflected by media workers in this process, and planners shall rethink their roles as professionals. The collaboration between planners and media workers can be improved.
