地方师范院校免费师范生培养的困境与破局

Plight and Solution of the Education of Free Normal Students in Local Colleges and Universities

国家免费师范生制度实施7年后,地方师范生免费教育制度一直未能得以普及发展,其中原因既有国家层面相关优惠政策难于普及的问题,也有地方政府财政制约、地方师范院校自身问题。在我国新的教师教育改革规划中,地方师范院校应抓紧机遇落实该项制度。对比云南、江苏、上海等已经开展地方师范院校免费师范生改革试点的几种类型,结合当前《中小学教师资格考试暂行办法》颁布的契机,我国其他地方师范院校应当有所聚焦,解放思想、立足实际,打开新局面。

The system of free normal education failed to be popularized 7 years after it was implemented by the country. This has something to do with the nation's preferential policy,the financial restriction as well as the problems of the normal colleges and universities themselves. As the country encourages the local government to implement the free normal education system while considering their reality,reform of this system has become a key link in the implementation. According to the analysis of the types of the reform and the issuing of Interim Procedures of Qualification Exam of Primary and Middle School Teachers,local normal colleges and universities should focus on what they should do and have the courage to walk out of the plight.
