教师交流轮岗实施过程存在的问题与对策探究

The Exploration on Problems and Countermeasures during the Process of Implementation of Teacher Work Shift

为促进义务教育的均衡发展,近年来我国部分省市和地区先后在中小学试行了教师交流轮岗制度。就现实来看,教师交流轮岗仍然存在着实施范围有限、政策保障不到位、学校及教师参与积极性不高等问题,需要政府、社会、学校、教师等相关利益各方齐心协力,从缩小办学条件差距、完善配套政策体系、建立健全监督机制、加强人文关怀等方面着手,调动各方积极性,力争实现教师交流的制度化、常态化、优质化,进一步促进义务教育的均衡发展。

In recent years,elementary and secondary schools in some selected provinces and regions of our country has implemented the teacher work shift policy,which really plays a positive role in promoting the balanced development of compulsory education. However,there are actually quite a lot of problems in the implementation of teacher work shift,such as the limited implementation scope,the inadequate policy protection and the unenthusiastic and poorly motivated teachers or school authorities. So we'd better solve these problems with the help of the government,society,school and teachers as well as the need for their concerted efforts,especially the efforts from the narrowing the gap between school running conditions,improving the related supporting policy,establishing and completing the supervisory mechanism and reinforcing humanistic care for the teachers. By doing that,we can strive to make the realization of the teacher work shift policy more institutionalized,normal and high-quality so as to further the relative balanced development of compulsory education.
