摘要
实行绿色低碳创新是中国新时代推动经济实现高质量发展和建设生态文明社会的必然要求。运用包含非期望产出的SBM模型,对区域绿色低碳创新效率进行了分类测度与比较,对造成无效率的来源进行了分解。结果表明:区域绿色低碳创新效率普遍较低,技术无效比规模无效更为严重;造成区域间效率差异的主要原因是管理水平的差异,规模差异小于技术差异;考虑资源环境约束后,大部分区域的创新效率均大幅下降,绿色低碳发展形势不容乐观;总体上看,造成区域无效率的原因有投入冗余、非期望产出冗余和产出不足三方面,非期望产出冗余贡献率最大,其次是期望产出不足,最后是投入冗余,但各区域无效率的来源各不相同。
Improving the regional green low-carbon innovation efficiency is the inevitable requirement for achieving high quality economic development and constructing the ecological and civilized society in China.Based on the undesirable SBM model,this research measures categorically the regional green low-carbon innovation efficiency and studies the causes of regional green low-carbon innovation inefficiency.The results show that the regional green low-carbon innovation efficiency in China are generally at a low level and the technological inefficiency is more serious than the scale inefficiency.The differences in green low-carbon innovation efficiency among regions are mainly due to differences in management levels,and the difference in scale is smaller than that in technology.Furthermore,compared with the traditional innovation efficiency,the green low-carbon innovation efficiency in most regions declines greatly.Input and output efficiency analysis shows that there are three causes for green low-carbon innovation inefficiency,such as inputs redundancy,undesirable outputs redundancy and desirable output insufficient,of which undesirable outputs redundancy is the highest,followed by output insufficient and input redundancy,but the sources of inefficiency vary from region to region.
