国外森林资源经营思想的演变与新时期我国林业的发展

Evolvement of the Management Ideas of Forest Resources Abroad and Development of Forestry in China

回顾世界林业的发展,历经了森林单纯经济价值利用、森林分工价值利用和森林多重价值的可持续经营阶段。世界林业的发展规律对处于历史发展的重要转折时期的我国林业发展具有重要的借鉴意义。本文在对世界林业发展规律和主要林业发达国家林业发展道路分析的基础上,从战略调整、经营思想、林权制度改革、管理体制和政策及科技投入等方面提出了我国林业的发展趋势和建议。

looking back the development of fore stry in the world,it has experienced the stage of utilization of pure economic value,the utilization of t he forestry' s division of labor and the forestry m ulti -value sustainability man-aging.Lessons from the regular pattern of the development of the forestr y in the world can be drawn because Chi na is at a critical juncture.This paper describes some trends in the develop ment of forestry in China today and ma kes recommendations on such topics as strategic adjustment,the ideas of man agement,the reform on the forestry a uthority regulation,managing system and policy and the input of science and technology on the basis of the law of devel-opment in the world' s forestry and the experience of some major developed countries in forestry development.
