我国事业单位人力资源管理中的激励机制探究——基于制度经济学的分析视角 被引量:14

摘要 本文以制度经济学中的博弈论为理论基础,对事业单位及其人力资源管理的基本属性与特征进行分析,重点分析事业单位人力资源管理中管理者与员工的博弈关系,研究显示:在当前的激励约束机制下,管理者的最优策略是疏于管理,员工的最优策略是消极工作,这是一个非正常的现象,但在现实中却广泛存在。因此文章将从制度经济学的视角下剖析事业单位人力资源管理激励约束机制存在的问题,最终结合当前我国事业单位的运营现状,提出完善事业单位人力资源管理激励约束机制的对策建议。 Based on the theory of game theory in institutional economics, this paper analyzes the basic attributes and characteristics of public institutions and their human resources management,analyzes the game relationship between managers and employees in the human resources management of public institutions, Under the current incentive and restraint mechanism, the optimal strategy of managers is neglect, and the optimal strategy of employees is negative work. This is an abnormal phenomenon, but it is widely existed in reality. Therefore, the article will analyze the problems of incentive and restraint mechanism of human resource management from the perspective of institutional economics, and finally put forward the countermeasures and suggestions to improve the incentive and restraint mechanism of human resource management in public institutions in the light of the current situation of the operation of public institutions in our country.
