论新时期公办高校校务委员会的功能定位

从新中国成立以来,公办高校校务委员会的功能经历了强化、弱化、消亡、恢复,再到分化的历史过程。在当前中国高等教育发展形势下,重构公办高校校务委员会的功能具有很大的可能性和可塑性。国内外校务委员会功能设置有三类借鉴模型:突出党委领导的咨询监督职能、全面负责校内行政事务、校长负责制的补充和完善。因此,构建新时期公办高校校务委员会的功能设定相应有三个方案进行选择:突出决策中心地位、确定为党委领导下的校长负责制的咨询监督机构、突出监督职能。
