建立全国综合性对外贸易预警机制,应对入世第三年的新挑战

Establishing a National Comprehensive Warning System for Foreign Trade,so as to Meet the New Challenges in the Third Year after China’s Entry into WTO

2004年,在中国入世的第三年里,我国的对外贸易发展面临着新的形势:一方面,外贸高速增长的空间受限;而另一方面,我国将以更为开放的外贸格局迎接国际竞争。在这一新形势下,如何应对中国入世法律文件中的四个不利条款显得至关重要。因此,笔者建议,针对形形色色的贸易壁垒建立一个全国范围的、统一的、综合性的对外贸易预警机制,促进我国对外贸易的有序发展。

In the year of 2004,the third year after China’s entry into WTO,China is encountering new challenges in the development of foreign trade.On the one hand,the rooms for rapid development in import and export are limited;and on the other,China is developing a more and more flexible foreign trade system,to meet with international competition.In this situation,it stands out to be of great importance to deal well with the four unfavorable clauses stipulated in Compilation of the Legal Instruments on China’s Accession to the WTO.Therefore,the author suggests establishing a national and uniform foreign trade warning system,in promotion of the orderly development of China’s foreign trade.
