WTO in Post-Cancun Era

坎昆会议的议题主要包括新加坡议题和乌拉圭回合协议的执行问题,其失败的直接诱因是发达国家和发展中国家在农业补贴问题上存在着严重分歧;深层原因则是发展中国家没有从经济全球化进程中获得实质利益。但坎昆会议对改变发展中国家在世界贸易组织中的地位有重要意义。在经济全球化进入调整期的今天,发展中国家的谈判实力和独立维护自身利益的能力会日益增强,多边贸易谈判必须充分关注发展中国家的特殊和不同利益。

The agenda of the Cancun Ministerial Conference included,among others,the so-called Singapore issues and the issues in respect of the implementation of the agreements resulted from the Uruguay Round.The direct cause for its failure is the serious difference between the developed and developing countries on agricultural subsidies;the real reason is that the developed countries have benefited from the globalization,whilst the developing countries have not.Despite its failure,the Cancun Conference has an important impact on improving the status of the developing countries in the WTO.At the time when the globalization has entered the stage of adjustment,the bargaining power and strength of the developing countries in independently maintaining their interests have developed to a level that any multilateral trade negotiations must give due regard to the special and differential interests of the developing countries.
