多哈回合谈判中的反倾销议题

The Issue of Anti-dumping in the Doha Round Negotiations

反倾销是WTO多哈回合谈判中的重要议题。反倾销议题之所以被列入多哈议程,其原因主要有三个:反倾销措施的普遍采用;反倾销争端案的频繁发生;美国立场的转变。受种种因素的制约,多哈部长宣言所确立的反倾销谈判框架是非常有节制的和模糊的。目前WTO主要成员方已形成三派对立的基本谈判格局。受到多边贸易谈判的性质、美国的保守立场以及《反倾销协定》本身的特点等等因素的制约,反倾销议题谈判能达成的成果将非常有限。

Antidumping is an important issue in Doha Round Negotiation of WTO.The main reasons why antidumping issue was established in Doha Agenda included:universal application of antidumping measure;frequent occurrence of antidumping dispute;the change of standpoint of U.S.The basic framework of antidumping negotiation is much constrained and full of ambiguity.Up to now three groups have been formed among the main members of WTO according to their views respectively.Limited by the nature of multilateral trade negotiation,conservative viewpoint of U.S.and character of the Antidumping Agreement per se,the outcome of antidumping negotiation will be very limited.
