欧盟普惠制毕业机制初探

A Prime Study on the Graduation Mechanism of European Union’s GSP

本文首先介绍了普惠制以及欧盟现行普惠制基本内容,然后对欧盟普惠制毕业机制的根据、目的、沿革以及新进展作了一个梳理,并对毕业机制进行了法律上的分析和评价。在讨论了欧盟普惠制毕业机制对我国的影响以及我国应该采取的对策之后,本文得出了基本结论。

The article,first of all,makes a brief introduction to EU’s GSP and examines its legal basis,purpose,history and progress.Then the article makes a legal analysis and review on it.After discussing the influence of GSP of EU on China’s trade and the measures which China can take,the author draws a conclusion which lies in the basis of making full use of GSP,i.e.,developing countries shall comprehensively take other possible steps in order to industrialize.
