Special Safeguards on Textiles:A History of Five Decades

本文考察了相关GATT工作组决定、短期纤维协定、长期纤维协定、多种纤维协定和《纺织品与服装协定》中的特殊保障措施条款,揭示了采取特殊保障措施的条件趋于严格的规律,认为针对中国纺织品采取特殊保障措施应当符合严格的条件、遵守严格的纪律。

This paper analyzes the special safeguard provisions in the 1960 GATT Working Group Decision,1961 GATT Cotton Textiles Arrangements Regarding International Trade,1962 GATT Long-term Arrangement Regarding International Trade in Cotton Textiles,1973 GATT Arrangement Regarding International Trade in Textiles,and the WTO Agreement on Textiles and Clothing,discloses the trend of stricter disciplines on application of the safeguard measures,and proves there should be high threshold to impose special safeguard measures on textiles of Chinese origin.
