Clarification of WTO Subsidies Rules in the Recent Disputes

在最近几个WTO补贴争端案件中,专家组和上诉机构澄清了《补贴与反补贴措施协定》中的一些重要概念,澄清了《农业协定》和《补贴与反补贴措施协定》的关系,以及有关不挂钩收入支持、农产品出口信贷担保和国内支持'溢出'的问题。研究这些案例可以为我政策制定提供借鉴。我们应学会运用WTO争端解决机制维护产业利益,参与补贴规则的澄清和制定。

In recent WTO disputes concerning subsidies,the panel and the Appellate Body clarified some key elements in the Agreement on Subsidies and Countervailing Measures,the relations between the Agreement on Agriculture and the Agreement on Subsidies and Countervailing Measures,as well as the issues of decoupled income support,export credit guarantee for agricultural products and spill over of domestic support.Studies on these dispute cases will benefit our policy decisions.We should return to the WTO dispute settlement mechanism to safeguard industrial benefits,engage in clarification and formation of rules on subsidies.
