A Comparative Study on GSP and GSTP under the"Enable Clause"

本文选取具有同一法律基础的普惠制与全球贸易优惠制作为比较研究的对象,因为它们代表了目前全球合作的两种重要形式——南北合作和南南合作,而这又是发展中国家进行全球贸易合作仅有的两种形式。本文通过对两种制度本身及运行现状的对比分析,阐明了发展中国家在这两种制度中的取向应该是:继续争取普惠制下的优惠待遇而又不过分依赖;同时积极发展南南之间的贸易合作,促进本国的经济发展和贸易自由。

This article chooses GSP and GSTP,which share the same legal resource,as the object for the comparison and research,for they represent two main kinds of the global cooperation—south-north cooperation and south-south cooperation.What’s more,the two systems are the only two ways of trade-cooperation for the developing countries.By comparing and analyzing the systems themselves and their operation,this article holds that the developing countries should continue seeking the benefits of GSP—but not relying on it heavily,and develop the south-south cooperation more actively to further promote the economic development and free trade.
