陈安教授撰写的这篇文章为研究'南南合作'和促进第三世界思考这一重要主题,作出了重要贡献。陈安教授运用宏观的历史眼光,观察发展中国家在世界舞台上作为一个集团,采取集体行动开展南北谈判的努力进程,把发展中国家自1955年万隆会议起就开始作出的各种努力,与当前在WTO体制中发生的各种事件联系起来,加以综合分析。这一长篇论文的重大意义在于,为当代全球弱小民族国家提供了用以抗衡强权和抵制霸权的理论利器和实践工具。

In writing the present article,Professor An Chen has made an important contribution to the study of South-South cooperation and to the Third World thinking on this important subject.By making a broad historical view of developing countries1 efforts to act and negotiate collectively and as a group in the world arena,starting with the 1955 Bandung Conference,he links this with the contemporary events taking place in WTO.The significance of this long article is in its serving as a theoretical and empirical tool for the globally weak nations in their confronting the strong and resisting hegemony in contemporary world.
