国际社会“社会化”进程中的国际秩序

International Order in the “Socialization”of International Society

当今的'国际社会'还只是一个形成中的社会。因为国际秩序与国际社会的构成要素基本相同,国际社会的'社会化'过程也即是国际秩序的确立过程。因此,在考虑国际秩序的构建时,应将其放在国际社会'社会化'的背景之下,而不能仅仅考虑制度和规则层面的问题。'普遍联系'、'共同规范'、'共同参与'和'共同价值'是评判现存国际秩序和构建未来国际秩序的四个维度。国际秩序的生成与发展应该是国际社会依其自身规律运动的表现,但这又不是一个完全自发的过程。对国际秩序的演进,不能采取放任的立场。中国应就此承担起'建立公正合理的国际秩序的推动者'的角色。

The present“international society”is an evolving society.Since international order and international society share basically the same elements,the progress of the socialization of international society is also the progress of the formation of international order.Therefore,we should explore the issue of international order in the context of the socialization of international society,not being limited to issues of rules and regimes.“Widespread connection”,“common rules”,'*co-participation"and“common value’’are the four dimensions with which the present international order should be evaluated and the international order should be constructed in the future.The formation and development of international order shall be a process reflecting the rule of movement of the international society itself;nevertheless,a laissez-faire approach is not recommendable.China is supposed to play a big role as a promoter for a just and reasonable international order.
