An Assessment of the Relationship between Trade Issues and Non-Trade Issues—An Analytical Framework

对贸易问题与非贸易问题之间复杂的关系进行分析,需要一个细致的分析框架。本文首先提出分析框架的要素,包括问题领域、制度与规范。其次,讨论如何利用要素进行框架构建。最后,按照框架构建的方法,得出分析框架的具体内容,即不同问题之间的关系可以分为实质性关系与非实质性关系,而在实质性关系与非实质性关系下还各自有更为细致的分类。此外,对如何利用这个框架研究贸易问题与非贸易问题之关系,本文也进行了初步讨论。

A detailed framework is needed for the analysis of the relationship between trade and non-trade issues.Firstly,the elements of the framework shall be defined,which include issue area,regime and norm.Secondly,the method of construction of the framework shall be discussed.Finally,the framework,after completed,shall be displayed in full.According to the framework constructed,there will be substantive and non-substantive relationship between different issues and within themselves,there shall also be sub-catagory of relationship.Moreover,the process to utilize this framework to analyze the relationship between trade and non-trade issues shall also be discussed.
