论亚洲基础设施投资银行环境与社会保障政策的实施与完善——一个比较分析的视角

On the Implementation and Perfection of the Environmental and Social Safeguard Policy of AIIB:From a Comparative Analysis Perspective

环境与社会保障政策是亚洲基础设施投资银行融资贷款体系最重要的组成部分,其制定充分借鉴了现有多边国际金融机构的规定。分析研究表明,亚投行与其他国际金融机构在保障政策上总体呈现趋同的现象,但由于各自的目标定位不同,存在差异在所难免;目前保障政策实施中尚存在一些问题,需进一步细化相关程序及规则。在参考其他多边金融机构做法的同时,应坚持环境与社会保障政策契合其设立宗旨、坚持贷款条件'非政治化'及治理结构'精简高效'原则和可持续发展原则、寻求保障政策'高标准'与'灵活性'之间的平衡、加强风险管理能力建设,并应进一步回应各方诉求,在磋商程序、问责机制和申诉机制等方面作出努力,尽快形成较完善的操作性规则。

The environmental and social safeguard policy is the most important parts of the AIIB financing and loan system,and it has been formulated according to the rules of existing multilateral international financial institutions.Analytical research shows that,the AIIB safeguard policy has converged with those of other international financial institutions in general,but there are still differences due to their respective goals.Presently there still exist some problems in implementation,and further refinement of relevant procedures and rules is needed.In reference to the practices of other multilateral financial institutions,we should adhere to the conformity of the environmental and social safeguard policy with its aim of establishment,the principle of'de-politicization'of credit terms,the principle of'lean and efficiency'in governance structure,the principle of sustainable development,and we should pursue the balance between the'high standard'and'flexibility'of the policy,strengthen capacity building for environmental and social risk management,and further respond to the appeals of all parties and make efforts in consultation procedures,accountability mechanism and the grievance mechanism to form better operational rules as soon as possible.
