摘要
20世纪后半叶美国经济衰退,教育发展市场化,全球化竞争加剧。为适应外部条件变化,有力地承担起公共教育的责任,以威斯康星大学麦迪逊分校为代表的美国公立研究型大学,开始引入战略管理。学校立足自身服务社会的传统、公立大学的性质和高等教育领域的地位,结合现实资源条件编制规划;通过广泛参与、共享治理,将外部认证评估与内部质量控制相结合进行战略管理,全校上下协调一致,整合为促进学校发展的强大力量,在有限的资源条件下取得了卓越的成绩,对转型中的中国公立高校发展具有重要的借鉴意义。
In the second half of twentieth century,with the marketization of education and globalization of intensifying competition,the United States of America had suffered a gradual economic decline. In order to adapt to changes in external conditions,University of Wisconsin-Madison as the representative of the American public research university,began to introduce strategic management. Based on the traditional social service and its nature and status,this university combined the reality of resource planning to coordinate the whole university through sharing the governance right and combining the external certification assessment and internal quality control. This has made a great significant development in social transition of Chinese public universities with limited resources.
