IHR规范化演练介绍及对我国口岸应急演练工作的启示

《国际卫生条例(2005)》要求成员国具备处置突发公共卫生事件的核心能力。为检验口岸应急能力,海关卫生检疫部门每年开展形式多样的应急演练,内容涉及传染病疫情、核生化突发事件等。由于缺乏统一的演练流程和考核标准,很难分析演练成效,不利于发现和解决应急处置工作中存在的问题。为帮助成员国更好地开展演练,世界卫生组织开设了公共卫生事件应急演练工作网络课程,本文介绍了课程内容与《国际卫生条例(2005)》对演练工作的最新要求,探讨其对我国口岸卫生检疫工作的启示。

'International Health Regulation'(2005)demanded all the member parties possessed the core capacities in dealing with public health events.In order to examine the related core capacity at ports of entry,health quarantine department of China Customs performed varies of simulation drills,such as the simulate response to infectious disease outbreak or bio-chemical-radiation hazard.However,there was still no standard manual or well-established evaluation criteria available,which made it impossible to measure the strength and difficulties found in these simulations.In order to help the member states to develop their simulation exercise,WHO launched Simulation Exercise open course.This paper introduced this course and explored its enlighten to health quarantine at ports.
