Governance with Chinese Characteristics: Special-issue oriented Governance

当代中国社会治理采用多种方式实施,“专项治理”即是其中一种较为常见的方式。这种方式强调不同政府部门针对特定社会治理议题的联合行动,通过融合不同部门力量,进而破解政治社会经济发展中的特定重点问题。本文分析“专项治理”的历史渊源,回溯中国共产党党代会文件对这种治理方式的确认,在此基础上,基于数据的可得性,本文考察了2008—2013年间党报党刊对专项治理的媒体关注度,比较分析不同省份媒体报道重心分布及其所蕴含的专项治理特征,讨论关于“专项治理”的不同看法,并且论述在这些争论基础上进行学理化提炼的必要,期望由此有助于弥补“专项治理”研究的不足,也有助于凸显中国社会治理方式的特色。

Contemporary Chinese governments often adopt a top-down“campaign-style”special-issue oriented governance model at various levels,especially when facing some unexpected challenges as a result of economic growth and social political change.This kind of mode underlines the significance of joint participation by different governmental departments,with the characteristics of Chinese indigenization.The paper first analyzes the historical evolution of the special-issue oriented governance model,and then counts the number of certain word(special-issue oriented governance)occurrence in the CPC's documents.Considering the availability of data,the paper measures the different level of media exposure on special-issue oriented governance from 2008 to 2013in each province's newspaper belonged to CPC,which sheds new light on Chinese governance operative mechanism and features compared to previous practices since the 1990s.Finally,due to the conflicting expectations and values in public policy choice between public administrators and citizens,some disadvantages of special-issue oriented governance exist with respect to institutional building,diversity of governance model,etc.In order to successfully improve such a governance model,the establishment of scientific mechanisms for normal modern state governance is a top priority.
