The Role of Think Tanks in China's National Governance: Evolution,Opportunities and Challenges

2015年1月20日,中共中央办公厅、国务院办公厅联合印发了《关于加强中国特色新型智库建设的意见》(以下简称《意见》)。《意见》称中国特色新型智库是国家治理体系和治理能力现代化的重要内容,呼吁要在2020年前建成中国特色新型智库体系,增强国内决策服务能力,同时提高中国在国际上的软实力。从那时起,甚至更早的时候,各政府机构、大学、企业和非政府组织便以极大的热情建立和发展各类智库。以习近平为中心的最高领导层高度关注智库,本文旨在批判性分析智库在中国国家治理中的角色变迁,探讨智库背后的各种驱动因素和目标,以及这一快速发展的公共政策研究领域所面临的一些挑战。

On 20 January 2015,the General Office of the Central Committee of the Chinese Communist Party(CCP)and the General Office of the State Council in China jointly issued a document entitled‘opinions on strengthening the construction of“new types of think tanks with Chinese characteristics’”.Stating that‘think thanks’are an important part of China's national governance system and the modernization of state governance capacity,the document calls for building,by 2020,a system of‘new types of think tanks with Chinese characteristics’that is both domestically competent in providing quality advice for policy-making and internationally competitive in improving China's soft power.Since then,and indeed even earlier,there has been a strong enthusiasm among various government institutes,universities,enterprises and non-governmental organizations(NGOs)to set up and develop think tanks.This paper seeks to provide a critical analysis of the evolving role of think tanks in China's national governance,the various drivers and objectives behind the heightened attentions paid to the think tanks by the current leadership under Xi Jinping,and some challenges faced by China's rapidly evolving public policy research community.
