Evaluation of a New Round of Government Functions Reform

新一轮政府职能转变改革的成就主要体现为:政府取消和下放大量行政审批事项,注重规范审批,事中事后监管开始成为政府履职的重心,在地方大部门制取得了重要进展,政府行政方式注重法治化、规范化、集约化、信息化、问责化,社会信用体系建设得到重视并初步发挥威力。但仍然存在取消和下放权力含金量不高、大量保留审批事项缺乏规范、信息共享困难等一般性问题。这折射出改革决策尚不够科学民主、改革缺乏系统性和协同性、改革价值取向未达成共识以及政府部门利益难以破除等深层次问题。深化改革需要强化改革的顶层设计,努力调动党政干部工作积极性,强化法律法规工作力量等。

The main achievements of a new round of government functions reform are as follows:With deepening administrative streamlining and the further delegation of power to lower levels,the government has paid more attention to standardizing administrative procedures for examination and approval.Priority in performing its duties is to strengthen in-process and postmortem supervision.Moreover,the Super-Ministry System reform at the local level has achieved great progress.Rule of law,standardization,intensification,informatization and accountability have become major trends in government administrative practice.Building a social credit system has received enough attention and preliminarily started to play a role.However,some general problems still exist,such as poor performance in administrative streamlining,lack of standardization due to government's reluctance to decentralize,difficulties in information sharing.This reflects that the reform decision-making process is still not scientific and democratic.The reform is unsystematic and uncoordinated.There is no consensus on the value orientation of reform,and it is almost impossible to overcome the vested interest of government bureaucrats.To further deepen the reform,it is critical to enhance its top-level design,motivate party and government cadres,and give more weight to reinforcing laws and regulations.
