The Political Economy of Governance Innovation in Industrial Policy

产业政策之争关涉到中国改革与发展中国家—市场—社会关系这一重大现实和理论问题。由于产业升级和创新发展中存在着相当程度和相当范围的市场失灵,产业政策的确是不可或缺的。产业政策合理施为的首要环节,在于界定合适的政策工具和治理机制。由此,有为政府必须是有限的。产业政策的有效施为的重中之重,一方面必须基于市场机制的有效运作,另一方面必须在于其决策、实施和评估环节中引入社群机制。就国家—市场—社会关系而言,政府干预是否必要的问题其实并不是问题,真正的问题在于政府如何干预。或者说,政府干预如何以顺应甚至强化市场机制—社群机制,而不是破坏、扭曲甚至取代市场机制—社群机制的方式来进行,是值得加以探索的。

The debate over industrial policy is related to the state-market-society relationship,of which is significant to China's reforms and development.As market failures are widespread in industrial upgrading and innovative development,industrial policy is still indispensable.The primary step in the adequate implementation of industrial policy lies at the choice of appropriate policy tools and governance modes,so that an interventionist government must be limited.Of importance to effective industrial policy is the efficient functioning of market mechanism on the one hand and the introduction of community mechanism in the process of decision,implementation,and evaluation on the other.As far as the state-market-society relationship is concerned,the key issue is not the necessity of government intervention,but how to intervene.In other words,worthy to explore is how government intervention is conducted in a manner of augmenting market and community mechanism,rather than destroying,torturing or replacing market and community mechanism.
