一体化进程中首都失地农民融入城市的实证研究——基于海淀区的典型经验

An Empirical Study on the Inclusion of Beijing's Landless Peasants intothe City in the Process of Integration Based on the Experience ofHaidian District

本文首先根据具体情况对失地农民融入城市设计了社会保障、就业、基础设施、文化理念等四个测量指标,分析了海淀区失地农民在这四个方面融入城市存在的问题,海淀区委区政府在这四个方面推进失地农民融入城市的主要做法,并对其进行经验总结,认为领导重视,以民为本是指导思想;高瞻远瞩,纳入长远规划是政策支撑;试点先行,逐步推进是经验基础;党组织的引领作用是组织保障。

In view of landless peasants increasingly integrating into the city,this paper,according to specific conditions,designs four indicators concerning social security,employment,infrastructure and cultural concept,analyzes the existing problems those peasants are faced with during the integration process,and reviews the main practices adopted by the Party committee and government of Haidian District to accelerate this process.To summarize,priority given by leadership and people-orientedness is the guiding principle with long-term planning as policy support.Making experiments in advance and generalizing step by step is the experience gained with the leading role of the Party as organizational guarantee.
