社会合作主义与澳门治理模式的选择

Social Corporatism and Macao Governance Model

受益于深厚的理论传统与显著的治理绩效,合作主义治理价值在战后得到重新发现,并成为诸多国家(地区)社会治理的共同选择。回归以来,澳门进入经济社会发展的变革期,在现实需求与基础条件等方面,均存在借鉴社会合作主义治理模式的现实可能性。因此,特区政府应当不失时机地在《澳门基本法》及其基本政治原则基础上,充分发掘澳门潜在的制度资源及其精神价值,综合运用法律、经济、行政等多种手段,从组织、资源、人员等不同方面引导与调节现有社团结构,创设不同层次的组织载体与社会协商对话制度体系,按照理性设计原则分步骤地推进社会合作主义治理模式在澳门的实现。

With a profound theory and salient governance effectiveness,the value of corporatism is found after WW II.A lot of countries and districts chose it as their governance model.Macao is now in the changing period of economic and social development,and it is possible to conduct social corporatism in Macao.According to Macao Basic Law and its political principles,Macao SAR government may use law,economy,and administration to regulate the structure of societies,and build multi-level organizations and the social dialogue system so as to promote the establishment of social corporatism in Macao.
