京津冀协同发展中的政府合作治理研究

Research on the Cooperative governance of government in the Coordinated Development of Beijing,Tianjin and Hebei

在区域一体化进程中,为实现整体利益,区域政府间协同发展至关重要,而合作治理则是协同发展的核心和逻辑起点。本文通过对京津冀协同发展历史进程加以梳理,基于京津冀协同发展中政府合作治理现状,对区域内协同发展存在的问题进行深入分析,在总结概括国内外区域间政府合作治理实践经验的基础上,分别从组织架构、实现机制和制度安排等方面,提出促进京津冀区域政府间协同发展的合作治理之道。

Coordinated development of regional governments is crucial in order to achieve the overall interests in the process of regional integration.And cooperative governance is the core and logical starting point for coordinated development.By combing the historical process of the coordinated development of Beijing,Tianjin and Hebei region,and based on the current situation of government cooperation and cooperation in the coordinated development of Beijing,Tianjin and Hebei region,this article makes an in-depth analysis of the existing problems in the coordinated development in this region and summarizes the practical experience of cross-area cooperative governance both domestic and overseas.On the basis of the above,we put forward suggestions to promote the coordinated development among Beijing-Tianjin-Hebei region regional government from three respectives which are organizational structure,realization mechanism and institutional arrangements.
