教育对外开放转型是中国特色社会主义新时代提出的重要命题,将深刻影响到21世纪中叶我国能否完成由人力资源大国到人力资源强国的转变,能否建成社会主义现代化强国。教育对外开放要在使命担当、角色定位、发展方式、工作重点上实现重要转变,需要积极应对挑战,在全球和区域布局、制度和标准体系建设、国际组织人才培养和输送、风险防控、对象国民众对华心理建设、构建人类命运共同体、教育对外开放新型智库建设等方面补短板、强弱项,努力构建新时代教育对外开放新格局。

The transformation of education to the outside world is an important proposition putting forward by the new era of socialism with Chinese characteristics.It will profoundly affect whether China can complete the transformation from a human resource country to a human resource power country in the middle of this century and build a socialist modernization power country.In order to achieve the important changes in mission,role orientation,mode of development and focus of work in the opening-up of education,we need to actively cope with the challenges and take effective measures in the aspects of global and regional distribution,system construction,personnel training and transportation of international organizations,risk prevention and control,psychological construction of the target population to China,construction of a community of human destiny and think tank.
