摘要
当前地方高校二级学院治理的主流依然是行政主导模式,在"去行政化"改革背景下,这种模式面临诸多困难与挑战。通过对一所地方本科高校的二级学院进行田野观察,深入学院组织内部,还原真实的运转图景,挖掘该模式的价值取向、组织结构和运行程序,发现思想统一与权力控制的价值取向、多中心与潜博弈的治理结构、联盟决策与主体认同的运行机制,存在刚性有余而柔性不足、急功近利有余而内生动力不足、约束控制有余而激发创新不足等问题,需要针对问题,反思改进,使之扬长避短,发挥最大效能。
At present,the mainstream of the college’s governance in local universities is still taking the mode of administrative leadership.Under the background of de-administration,this model faces many difficulties and challenges.Through field observation of a college of a local university,this paper goes deep into the organization of the college and restores the real operating picture,to explore the value orientation,organizational structure and operation procedures of the model,aiming to find the value orientation of redemption and control,the governance structure of multi-center and latent game,the operation mechanism of alliance decision-making and subject identification.The exploration finds there are still some problems,such as insufficiency of flexibility,endogenous power and innovation.So,it is urgent to improve the operational mechanism of this mainstream mode and maximize its effectiveness.
