基于改进农机购置补贴分类分档方式促进“精准补贴”的思考

Thoughts on promoting “Precise Subsidy” based on improving the classification of agricultural machinery purchase subsidies

通过分析农业和农业机械化发展的新形势新问题,农机装备升级与农机购置补贴的相互关系,提出提升农机购置补贴'精准性'是新时期农机购置补贴工作的新方向。基于目前补贴分档和补贴额存在的问题和影响因素进行分析,从改进分类分档机制、提高补贴额测算精确度、强化补贴和推广鉴定深度融合、优化鉴定大纲考核指标、探索定额与定比相结合等方面提出具体改进建议。

By analyzing the new situation and new problems in the development of agriculture and agricultural machinery,and the relationship between the upgrading of agricultural machinery and equipment and the agricultural machinery purchase subsidies,it was concluded that the'precision'of agricultural machinery purchase subsidies was a new direction for agricultural machinery purchase subsidies in the new state.Based on the analysis of the problems and influencing factors of the current subsidy binning and subsidy amount,some specific suggestions were put forward from the aspects of improving the classification and binning mechanism,improving the accuracy of the subsidy calculation,strengthening subsidies and promoting the identification of deep integration,optimizing the appraisal outline assessment indicators,exploring the combination of quota and ratio.
