生物能源政策的实施效果及其社会福利分析

Implementation effect of bioenergy policy and its social welfare analysis

玉米临储政策取消后,我国依然面临高达2亿t的玉米库存,同时为保障我国能源供给安全与实现经济社会的可持续发展,我国于2017年9月出台《关于扩大生物燃料乙醇生产和推广使用车用乙醇汽油的实施方案》,在短期内确实达到调节粮食供求,保障粮食安全,有效处置超期超标等粮食的目标。然而,生物能源的发展,对不同社会群体的福利影响也受到社会各界的广泛关注。以市场均衡价格不变为前提,对我国的生物能源政策的进行整合性分析对就其引发的社会福利问题进行梳理。结果表明:维持市场均衡价格前提下,政策工具之间具有一定的关联性,若仅改变一种政策工具而为调整其他相关政策工具则会造成福利的损失。因此要维持市场均衡价格不变,在选择政策工具时必须要考虑政策之间的关联性。

After the cancellation of the corn storage policy,our country still faces up to 200 million tons of corn stocks.At the same time,in order to protect China’s energy supply security and achieve sustainable economic and social development,our country introduced the'Increased Biofuel Ethanol Production'in September 2017.And the implementation plan to promote the use of ethanol gasoline for vehicles,in the short term,indeed achieve the goal of regulating food supply and demand,ensuring food security,and effectively handling food exceeding the standard.However,the development of bioenergy has also attracted widespread attention from various sectors of society.This paper takes the market equilibrium price as the premise,and analyzes the bio-energy policy in China to sort out the social welfare problems it raises.The results show that under the premise of maintaining market equilibrium price,there is a certain correlation between policy instruments.If only one policy tool is changed and other relevant policy instruments are adjusted,welfare will be lost.Therefore,in order to maintain the market equilibrium price unchanged,we must consider the correlation between policies when choosing policy tools.
