摘要
首先,从收费制式和收费方式适用性出发,结合港珠澳三地路桥收费的现状,提出了港珠澳大桥收费系统采用开放式收费制式、电子(不停车)收费和人工半自动收费相结合的收费方式。其次,针对香港和广东ETC系统在技术标准上存在的差异,给出了兼容两地ETC标准的技术方案,以最大限度保护现有投资,避免给用户带来不便。然后,在国标ETC系统逻辑架构的基础上,提出了港珠澳大桥管理局作为ETC服务提供方的运营模式,为港珠澳大桥收费系统经济运行提供了保障。最后,为适应新技术和公众需求的发展趋势,对移动支付、多车道自由流等技术来提升港珠澳大桥收费效率进行了探讨,为港珠澳大桥收费体系的发展做了有益的探索。
First,through the applicability of toll collection mode and toll collection manner combining with the current toll situation of Hong Kong,Zhuhai and Macao for roads and bridges,we put forward that the toll collection system of Hong Kong-Zhuhai-Macao Bridge should adopt the open toll collection mode,the combination of electronic toll collection manner and manual semi-automatic toll collection manner. Second,in view of the difference in technical standards between Hong Kong and Guangdong ETC systems,a technical solution that is compatible with the ETC standards of the 2 cities is presented,which can protect the existing investments and avoid inconvenience to users to the maximum extent. Then,based on the logical structure of the national standard ETC system,we put forward an operation mode which regards the role of Hong Kong-Zhuhai-Macao Bridge Authority as the ETC service provider to provide the guarantee for the economic operation of the toll collection system of Hong Kong-Zhuhai-Macao Bridge. Finally, to meet the development trend of new technology and public demands,we discussed the measures to improve the toll collection efficiency of Hong Kong-Zhuhai-Macao Bridge by the technologies such as mobile payment and multi-lane free flow,which makes a useful exploration for the development of the toll collection system of Hong Kong-Zhuhai-Macao Bridge.
