电网项目预算精益管控评价体系研究

Research on Management Control Evaluation System of Project Budget in State Grid Corporation

当前,国家电网有限公司进入发展新阶段,监管压力不断攀升。2014年,公司提出将电网基建工程投资预算管理纳入'两上两下'全面预算管理体系。在此背景下,本文针对电网项目预算绩效管理展开研究,结合预算执行过程与结果两个维度,构建了适用于电网项目的预算绩效指标体系及评价模型,以期为项目预算决策提供崭新视野,为科学精准调控电网项目投资提供有力依据。

This paper studies the budget of power grid projects,and constructs a budget performance index system suitable for power grid projects based on the two dimensions of budget execution process and results.The evaluation model is expected to provide a new perspective for project budget decision-making and provide a strong basis for scientific and accurate regulation of grid project investment.
