中外行政指导比较研究初探

COMPARATIVE STUDY ON CHINESE AND FOREIGN ADMINISTRATIVE GUIDANCE

随着现代市场经济和民主政治的发展 ,行政指导已取代行政命令成为现代政府施政的中心。本文通过简要考察中外行政指导之演变历程并进行多维比较研究 。

Along with the development of modern market-oriented economy and democratic politics, administrative guidance has been the center of the administration of modern govemment instead of administrative order. It is helpful for us to strengthen the construction of administrative guidance system with Chinese character by inspectiong the developing history of Chinese and foreign administrative guidance and making comparative study in many aspects.
