政府代理论是指政府代理权力机关对国家事务进行管理。行政法的理论基础是民法代理制度在国家管理中的运用 。
Governments in a responsible position means that governments power organizations manage national affairs.The theoretical foundation of Administirative Law is the civil Laws proxy system which is utilized in national management so the theoretical foundation of proxy administrative Law is the governments proxy theory.
