摘要
2005年1月1日《纺织品与服装协议》退出历史舞台,纺织品与服装贸易被全面纳入GAT体制,并基本实现贸易自由化。作为全球最大的纺织品出口国,配额的取消、纺织品贸易的自由化固然给我们带来了巨大的发展机遇,但同时也是对我国纺织品出口的严峻考验,其中之一就是国外主要纺织品进口国或地区时我国纺织品进口提起特别保障措施的几率将会越来越大。特保措施的提起必然会对我国的纺织品出口造成深远的影响,并进而影响我国经济的发展,因此,分析和研究后配额时代对我国纺织品提起特保措施的应对策略已成为当务之急。正是基于这一目的,本文试图在深入分析特别保障措施以及纺织品贸易特点的基础上,对如何应对后配额时代的纺织品特保浪潮提出解决之道。
With the invalidation of the Agreement on Textile and Clothing,trade on textile and clothing has been brought into the GATT system entirely and achieved trade liberalization fundamentally.As the largest exporting country in the world,it is absolutely that China would benefit from the facts of abolishment of quota and textile trade liberalization.At the same time,our textile exporting has to face a variety of severe troubles,one of which is the Special Safeguard Measures.The special safeguard measures will have a profound effect on our exporting of textile,and then influence the development of our economy.So how to face the challenge of the special safeguard measures and find out a strategy has been a question which needs settling at once.This article focuses on the characteristics of the special safeguard measures,as well as textile trade,and tries to find out a way to solving the questions brought by the special safeguard measures.
