WTO多哈回合谈判与转型中的多边贸易体制:挑战与未来

WTO Doha Rounds of Talks and Multilateral Trade System in Transformation:Challenges and Future

20世纪80年代中期乌拉圭回合谈判发起以来,多边贸易体制进入了艰难而影响深远的转型期,贸易谈判向各种'新议题'的转移、民众和各国政府对贸易自由化支持下降,以及发展中国家在该轮谈判后对多边贸易体制不信任情绪的加强等因素使该体制的发展日益迷失方向。多哈回合谈判是WT0以发展问题为主轴,进行自我完善和提升的一次重大努力。尽管迄今为止,谈判进展缓慢,成果有限,但它对多边贸易体制的未来走向具有重要影响。寻求对经济全球化加以有效治理的多边贸易体制,需要更加审慎地平衡多种相互竞争的主体、利益和价值,通过所有成员的善意合作,使有关国家和人民得以在全球化进程中本着公平、互利、共赢的理想'共舞'。

Since the starting of Uruguay rounds of talks in the mid of 1980 s,multilateral trade system has come into a hard but profoundly influenced period of transformation.The shift of trade negotiations to"new topics",the descending support from people and governments to free trade,and growing distrust by developing countries to multilateral trade system after the talks all makes the development of this system more and more lost its direction.The Doha rounds of talks are important efforts made by WTO who surrounds the spindle of development and makes the self-improvement and promotion.Although the progress and results of talks up to now have much limitation,it still has great influence to the future trend of multilateral trade system.Seeking the system that can effectively govern the economical globalization,we need to more carefully balance the competing subjects,interests and values.By all members’sincere cooperation,countries and people may well coexist in the process of globalization with the will of fairness,mutual benefit and multiple win.
