考绩是清政府对官员进行管理和控制的手段,是清代官僚政治的重要组成部分。清政府定期对文武官员进行政绩考察,包括文官的京察、大计,武官的军政考察,通过考绩,对官员进行奖惩,决定其升迁降黜。本文探讨清代的官员考绩,分析其特点,揭示其当今的借鉴意义和相关启示。
As a major part of the bureaucracy,the Kao Ji system was an important means of managing human resources and of monarchic control during the Qing dynasty.The government periodically assessed the achievements of on-duty civil and military officials,including the Jing Cha,Da Ji,and Jun Zheng,and then decided whether they would be demoted,dismissed,or promoted based on the evaluations.In its attempts to analyze the characteristics of the Kao Ji system of the Qing dynasty, the article offers suggestions to consider for today.
