基于西方“均势”逻辑的旧式全球治理观——评基辛格《世界秩序》

An Old Style of Global Governance Based on Western "Balance of Power" Logic——A Critical Comment on Henry Kissinger’s World Order

基于西方500年来构建世界秩序的经验,基辛格的《世界秩序》一书重点分析了以西方'均势'逻辑为基础建构起来的世界秩序,并以这种逻辑对当代世界秩序做出了展望。基辛格对世界秩序的展望代表了西方关于世界秩序的蓝图,呈现了西方人的全球治理图景。这种全球治理图景的实质,是倡导以美国为主导在相异文化的基础上建构一个共同的世界体系,在其论述中充斥着西方近代以来的文明优越感,对近代欧洲'均势'过度赞誉、对伊斯兰世界和传统中国的世界秩序观存在诸多误解,因而难逃西方中心主义的窠臼,仍是一种西方旧式国际秩序观,对全球治理持消极应对而非积极参与的态度。但他建构一个共同的世界新秩序的主张,与中国倡导的人类命运共同体构建相契合,我们可以吸收其中的积极价值,为良好的全球治理提供中国方案。

Based on the experience of world order in the western world over 500 years, Kissinger’s "World Order" focuses on the analysis of the world order based on the logic of the "balance of power" in the West and uses this logic to look forward to the order of the contemporary world. Kissinger’s vision of the world order represents the blueprint of the Western world order, presenting a picture of Westerners’ global governance. The essence of this blueprint of global governance is under the leadership of the United States to establish a common world system which is constructed on the basis of different cultures. This discourse is full of the sense of superiority of the western civilization and has many flaws: overemphasizes the effect of "balance of power" in modern Europe,misunderstand both the Islamic world order and the traditional world order of ancient China. Thus, it is inevitable escape the stereotypes of Western Centralism. In essence, it is still a Western old-fashioned thought model that takes a negative response rather than an active part to Global Governance. However, his proposition of building a common new order is coordinate with the vision of creating a community of shared future for mankind advocated by China, and we can absorb the positive values and provide a China solution for Global Governance.
