深化共青团组织改革的评价维度与影响因素——基于全国六省市社会调查的实证研究

Evaluation Dimensions and Factors Influencing the Deepening of the Organizational Reform of the Chinese Communist Youth League:An Empirical Study Based on a National Survey of the Youth

本文基于中国共产党领导下的团建要求,提出将共青团组织的评价指标分为'先进性一群众性'和'组织内部一组织外部'的双重二元维度,据此分析党政领导干部、社会公众、团干部和团员青年四类群体对团组织的满意度评价,以此对共青团组织的经济建设、政治建设、文化建设、社会建设、生态文明建设及凝聚团员青年的职能履行开展实证研究。通过对全国六省市四类群体的分层抽样调查,进行定量研究发现:作为'外部/先进'群体的党政干部的评价,更注重团的工作能否和党政中心工作保持一致,即注重'效果'评估;而作为'内部/先进'群体的团干部更加注重团工作和团组织本身的创新,是一种偏向于'过程'的评估;社会公众和团员青年群体则更看重团组织的服务功能和服务能力。总的来说,党政领导对于共青团组织的认知和评价可以被视为共青团组织改革的'拉动力',而社会公众和团员青年群体对共青团组织的认知和评价可以视为共青团组织改革中的'推动力'。'拉动力'与'推动力'共同作用于共青团组织实现适应性变化,不断推动组织自身改革创新发展。

This article proposese valuation indicators that can be divided into the dual dimensions of advanced mass groups and insidemass groups based on the requirements of the leadership of the Chinese Communist Party. The overall satisfaction of the four groups of leading party and government cadres, the public, league cadres, and the general youth regarding the Chinese Communist Youth League( CYL) is analyzed. A stratified samplesurvey was conducted of the four groups from six provinces and cities across the country. The quantitative research reveals : An evaluation by party cadres of the external advanced groups pays more attention to whether the work of the group is consistent with the work of the party core. Among the internal advanced groups, league cadres pay more attention to the work of the group and organizational innovations. The public and youth groups value the service functions and service capabilities of the organization. In general,the perceptions and evaluations of the CYL by party and government leaders can be seen as a pulling force for reform of the CYL. In contrast, the public and youth groups can be regarded as pushing forces. The pulling forces and the pushing forces work together to make adaptions to the CYL and to continuously promote reform, innovation, and development of the organization.
