Theoretical research on public action began in the 1960 s. With the rapid transformation of the social structure, the frequency of public action has been increasing, and it has been presented in various forms such as demonstrations, student uprisings, strikes, etc. Public actions have become an increasingly important topic for scholars. In the book of Shifting Involvements: Private Interest and Public Action, Albert O. Hirschman discusses the following phenomenon : why do people sometimes actively participate in public actions such as elections, parades, demonstrations, strikes, and so on, whereas sometimes they spend more time on private affairs rather than participating in public action. Hirschman finds that Western societies seem to shift between private interest and public action within a20-year cycle, with the key variable being disappointment. Disappointment in private life can lead people to shift from private life to the public arena, and disappointment in participation in public action can be the reason for their shift from public participation to private life.
