我国农村城市化道路的战略选择——如何避免“小城镇综合症”

Study on the Choice of China's Rural Urbanization Strategy——How to Avoid "Town's syndrome

文章对目前我国在农村城市化发展战略的实施过程中出现的小城镇数量盲目扩张、规模盲目扩大所带来的“小城镇综合症”展开讨论 ,指出积极发展小城镇是加快农村城市化、进而推动我国城市化进程的必然选择 ,应当遵循“择优发展、重点突出、辐射带动”的方针来发展小城镇 ,以求实现工业集聚和人口集中的规模效应 ,从而达到农村城市化的“量”和“质”的同步提高。

Based on the'town's syndrome' which is accompanied with the expansion of town's quantity and scale in the course of the execution of China's rural urbanization strategy, the author pointed out that developing towns positively is the necessary choice to quicken the rural urbanization and the whole urbanization. Furthermore, the author put forward that, in order to realize the centralization's domino effect of industry centralization and population centralization,'choosing excellent towns, extruding important towns, emphasizing the radiating effect' should be the basic policy to develop towns, thus contributing to the synchronous improvement on both quantity and quality of rural urbanization.
