农户视角下的耕地保护问题——基于广州市1453份农户调查问卷的实证分析

Problems of cultivated land protection from the perspective of farmers——An empirical analysis based on the questionnaire of 1453 household surveys in Guangzhou

在快速城镇化背景下我国耕地保护承受着巨大的问题和压力。本文以我国南方窗口城市广州为例,在问卷调查及现场访谈基础上,以耕地直接利用主体—农户为调研对象,探明农户的想法,了解不同类型农户对耕地保护真实意愿、经济补偿诉求、政策扶持和期望等内容,探讨我国经济率先发展地区耕地保护存在的问题与压力。研究结果表明:不同年龄、学历、性别的农户对耕地保护意愿在不同区域有明显的差异;多数农户对现行耕地保护经济补偿的政策实施效果评价较差,激励效果一般;农户们对政府政策扶持的期望较高,期待出台更为利民的政策制度。

China’s cultivated land protection is under tremendous pressure on the background of rapid urbanization currently.Purpose of this paper is to take the cultivated land direct use of the main body-famers as research objects,and to research some problems and pressures of cultivated land protection.Then two methods of this research include questionnaire method and field interviews.Research content of this article is to consider the real thoughts of famers,and contents of cultivated land protection,economic compensation,policy support and expectation are analyzed.Results showed that:different ages,education and sex respondents have significant differences in the willingness to protect cultivated land in different areas.Implementation of the policy evaluation of current compensation for cultivated land protection is poor,it is an incentive effects in general.Respondents have more expectations for government policy support,it needs to formulate new policies to solve these problems.
