The outbreak of the Cultural Revolution in China has attracted immediate attention of American scholars and U.S. government. According to the analyses of the situation and its development in China, U.S. government adopted a 'reserved' strategy to 'calmly wait and see, carefully keep silence.' The main stream in U.S. China policy was still taking China as the most dangerous enemy, and continuing close containment. The long-term mutual hostile and especially the limits or even the mistakes of U.S. government's analyses of China have together slowed the process of improving Sino-U.S. relations during the early period of the Chinese Cultural Revolution.
