“三定三捆绑”警务工作机制的探索与研究——以广西柳州市柳南区为例

当前影响社会治安大局稳定的问题日益突出,各种违法犯罪活动的新特点日益显露,公安机关要有效应对新形势、新任务对公安工作提出的新要求、新挑战,切实提升广大人民群众的安全感和满意度。创新"三定三捆绑"警务工作机制即完善所队协调沟通机制、情报信息共享机制、警种间协作配合机制和考核机制,提升警务实战效能,将各警种、各部门捆绑成"荣誉共享、责任共担"的利益共同体,使之得以紧密配合,形成打防合力。

As the present problems influencing the social public order and stability turn to be increasingly prominent and the new characteristics of illegal and criminal activities come to light, the public security organizations, aiming at effectively responding to the new demands and new challenges presented to the public security in the new situation, attempt to innovate the police working mechanism of 'fixed personnel, fixed position, fixed responsibility' and 'community, public security, police bundled together', which defines improvement of coordination and communication mechanism, intelligence information sharing mechanism, inter-police types coordination and collaboration mechanism and assessment mechanism, enhance police actual combating efficiency, and bundle various police types, departments into an interests community of sharing responsibility and honors, contributing to striking resultant force and close collaboration among various police types or departments.
