境外边民涌入事件处置措施研究

境外边民涌入事件具有突发性和难以预料、情况复杂和处置难度大、影响深远且具有反复性等特点,并对我国边境地区的卫生防疫、经济发展与社会安定产生影响。所以,一旦发生境外边民涌入事件,应迅速封控边境,设立临时监管收容区,严格甄别境外边民身份,完善境外边民管理机制,组建入境边民管理组织以及适时开展遣返工作等处置措施,以维护边境地区的安全与稳定。

Outbound border inhabitants flood-in incidents are characterized by burstiness, unpredictability,complexity and far-reaching impacts, affecting health and epidemic prevention, economic development and social stability in the border areas of China. Therefore, once outbound border inhabitants flood-in incidents occur,efforts need to made to quickly control the borders, set up temporary supervision and control shelters, strictly identify the identity of outbound border inhabitants, improve management mechanism for outbound border inhabitants, establish management organization for flood-in border inhabitants and properly carry out repatriation of the refugees in good time, with a view to maintaining the security and stability in the border areas.
