On Non-traditional Security in Xinjiang's Southern Border Areas and Responding Strategies

南疆边境地区非传统安全具有地区化和国际化、多样性和交织性、预警和防范机制难以建立等特征。应从完善应对体系,提高非传统安全能力建设,注重文化领域的引导,强化文化认同感,以及加强国际交流合作等方面去应对南疆边境地区非传统安全问题。同时,确立与时俱进的安全观念,建立科学、系统、完善的非传统安全体系,进而推进南疆边境地区的跨越式发展和长治久安。

Non-traditional security in Xinjiang's southern border areas is characterized by regionalization,internationalization, diversity, interweaving and difficult development of early warning and prevention mechanism.Efforts should be made to respond to non-traditional security in Xinjiang's southern border areas from multi-perspectives, which include improvement of the response system and the ability development of non-traditional security, emphasis on culture leading, intensification of the cultural identity and international communication and cooperation. Efforts should also be made to establish the safety concept of advancing with the times, construct a sound, scientific and systematic non-traditional security system,with a view to promoting leap-forward development and long-term stability in Xinjiang's southern border areas.
