摘要
当前,中国反恐形势严峻,全民反恐有着重要的现实意义和战略意义。可公民个人反恐意识和素质不强,对执法人员的支持力度不够,公众参与反恐程度低是中国全民反恐存在的主要问题。建议通过法治和善政手段,不断提高公众反恐的主人翁意识,通过培训和宣传提高公众的反恐能力和素质,建立健全全民反恐工作体制机制,变"被动"反恐为"主动"反恐,最终实现中国全民反恐态势。
Currently, China witnesses a tough anti-terrorism situation. National anti-terrorism is of practical and strategic significance. However, national anti-terrorism strategy in China is majorly confronted with poor individual anti-terrorism awareness and quality, inadequate support from law-executors, low degree of public participation in anti-terrorism. The article suggests that efforts be made to raise public anti-terrorism awareness through rule of law and good governance, improve the public's anti-terrorism ability and quality, establish a sound national anti-terrorism work system and mechanism, change 'passive' anti-terrorism to 'positive' anti-terrorism, eventually realizing the Chinese national anti-terrorism situation.
